MORRISON AND MARY WILEY LIBRARY MEETING ROOM POLICY

The policies governing the use of the Morrison and Mary Wiley Library as a meeting place are based on Article 5 of the Library Bill of Rights. “As an institution of education for democratic living, the library should welcome the use of its building for socially useful and cultural activities and discussion of current public questions. Such meeting places should be available on equal terms to all groups in the Morrison and Mary Wiley Library service area regardless of the beliefs and affiliations of their members.”
Priority For Use Of The Library Will Be Given In the Following Order:
Morrison and Mary Wiley Library sponsored programs
Library related meetings
All other organizations and groups
Booking Procedures
The library is available at no charge on a first come, first served basis
A key to the library must be picked up during normal business hours if the meeting will be held after hours. The key should be placed in the drop box when the leader leaves.
General Rules
The Board of Trustees of the Morrison and Mary Wiley Library offers the meeting room and facility to groups and organizations engaged in educational, cultural, civic, intellectual, social and charitable activities. The following are rules that are in place for the group or organizations safety, as well as the patrons of the library.
The group or organization is responsible for supervision of all children attending a meeting or who may accompany members of the group. Children thirteen years of age and under must remain with the group or be supervised by an adult who remains with them at all times. There must be no running, no playing in the book stacks and no entering offices.
The library must be cleared of all litter and left as it was found. Books, videos, chairs, etc…must be back where they were at the beginning of the meeting. The bathrooms must be checked before the end of the meeting. It is the responsibility of the leader to make sure that the library is in the same order when the group leaves as it was in when they arrived. The leader should make sure that all lights are turned off in the meeting room, bathroom upstairs, as well as the bathroom downstairs. The downstairs lights are located in the light switch box behind the circulation desk. The lights used are #1, #2, #3, #4, #5, or #16. You should not ever turn off any other number.
The group or organization agrees to pay any special maintenance fee required and for any damages done during meetings.
Groups or organizations agree to pay for any security measures that the library determines are reasonably required.
The contact person or leader for the group or organization is responsible for ensuring that each member of the group and anyone that may enter the library with the group is aware of and abides by the regulations.
The leader needs to leave a count of how many total people were in the library during the meeting time. This number includes parents and siblings that drop off or pick up a member of the group.
It is the responsibility of the leader to move the candy dish to the back office if the children are eating the candy during their meeting.
Food and beverages may be served in designated areas, but any untidiness must be cleaned. A vacuum cleaner, paper towels and cleaning supplies are available in the closet behind the circulation desk.
Garbage should be tied in a bag and placed in the garbage can on the steps to the basement. Garbage bags are in the closed behind the circulation desk.
Groups and organizations that use the library shall not interfere with the operations of the library or cause a threat of safety to library property or its patrons. If meetings are taking place during library hours the group must not be loud enough to disturb patrons using the library.
The cabinet in the meeting room holds items that are not to be disturbed. Nor should the dollhouse and other items in the meeting room be disturbed
No group or organization can use the library as its official address.
No fee may be charged, no collection may be taken and no purchase may be required of those that attend any meeting.
The library reserves the right to revise any meeting arrangements scheduled, if necessary, and to preempt an established reservation with reasonable notification to the organization or group.
Use of the library does not constitute library endorsement of viewpoints expressed by groups or organizations. Advertisements or announcements implying such endorsements are not permitted.
Groups and organizations must comply with all applicable State and Federal laws and regulation-such as hiring an interpreter or providing auxiliary aids, as required under Americans with Disabilities Act, when requested by the public.
Groups and organizations may not discriminate on the basis of race, sex, color, creed, national origin, religious belief or handicap, against any person requesting admission to a meeting.
Storage of items owned by the group or organization is not allowed in the library (unless prior arrangements are made).
The library assumes no responsibility for private property brought into the building.
In the event of a library building emergency or weather related emergency meetings may be canceled.
No smoking or alcoholic beverages are allowed in the library.
If an emergency arises or any questions arise while the group is in the library, the leader
should call Michelle Armbruster at 742-8260 or (309) 678-0271.
Future use of the library may be denied or limitations on attendance may be restricted for violations of these rules.
Groups or organizations may appeal any decision of the library in reference to this policy with the Library Board of Trustees. An appeal must be filed in writing with the Library Director within ten days after notice of decision is given to the group or organization.
